Consider: Prevent the same number from showing up multiple times in service accordions

User story

As a Veteran, I want to know which phone number to call for a specific service.

Problem statement

Within some VAMC service accordions, multiple numbers may be listed. They may have the same label and therefore be confusing to Veterans.

Example: Within the Mental health service accordion

• Main Phone: 307-778-7550
• Contact: 307-778-7550, ext. 7349
• Contact: 307-920-3536
• Appointments: 888-483-9127

Background

In #16652, Max started working on this solution, which has since been split off into this ticket. It is a bigger issue than mental health phone number, the scope of the original ticket. Max's work is saved into pull request va-16652-SAVED-avoid-duplicate-health-service-phone-numbers pending consideration of this problem statement.
