User Story or Problem Statement

In #15715, VA Police placement for the menu was just above Policies. That was chosen because it has a weight that is significantly different from its siblings so it could reliably be placed. Other menu items have the same weight, so applying a weight to VA Police might vary its menu placement from system to sytem.

The only possible solution to avoid this in the future is to actively separate all items in a menu by at least a value of two.

CAIA has a menu placement recommendation so this is for Drupal to place according to that recommendation.
