[CONSIDER] Services that fit into multiple "Type of care" categories

User Story or Problem Statement

Currently each service can be assigned to 0-1 "type of care" categories per product. However, because categorization is hard and there are always exceptions, some services may not fit neatly into a single category and may belong in multiple.

For example on VBA product the "type of service" is broken down by beneficiary, but some services might apply equally to Veterans and Family members.

What do we do with these services?

• Bad idea: Duplicate service to have it in multiple categories
• Less bad idea: Allow services to be assigned to multiple categories?
  • Except what about accessibility and duplicate ids?
• Other idea: did we get the categories correct?

Questions to ask ourselves:

• Where do users expect to find these services?
• What are the risks / costs of different approaches

Examples from VBA

• Careers and employment = Veterans & Family members
• Grief and bereavement counseling = Veterans & Family members
• Military sexual trauma-related claims = Veterans & Service members
