[CONSIDER] Expand VAMC System Police content model

User Story or Problem Statement

For the Police Transparency MVP, we are creating a Drupal Content Type that will sit at the VAMC system level. For MVP this will just be for

• placing the pages in the side nav menus
• passing through Centralized Content to FE query
• a holding place for any system-level contact data if needed

Post-MVP, we can look at how to iterate on this Content Type to allow editors to add the type of information that is currently housed at in VAMC detail pages:

• VA Bedford has a physical location for their Communications Center and police emergency call boxes in multiple locations that dial directly into VA Police.
