Recent additions to Breadcrumbs in the CMS caused broken links in Content Build.

To Reproduce

Many broken link reports of about 2000 broken links on News Releases; see for example this broken link report. https://github.com/department-of-veterans-affairs/content-build/actions/runs/6385536506/job/17330494369

AC / Expected behavior

Links within the CMS should not be broken.

Additional context

Add any other context about the problem here. Reach out to the Product Managers to determine if it should be escalated as critical (prevents users from accomplishing their work with no known workaround and needs to be addressed within 2 business days).
