Make updates to CMS Collab Cycle Intake Ticket Template.

User Story or Problem Statement

In order to get our existing collaboration cycle intake ticket template more aligned with Platform's collab cycle intake ticket template, we need to iterate on our original ticket template.

Description or Additional Context

• Blake put together a doc of suggested improvements that can be found here.
• @laflannery also put together a seperate doc of suggested improvements that can be found here.
• Ticket #12963 is a similar ticket along the same lines as this, but is probably outdated as it was created before the two docs above. It might be useful to reference in the work required in this ticket though.

Steps for Implementation

Based on the docs that Blake and Laura put together, here are a couple of items that can be added or adjusted.

• Update the default assignees to @BerniXiongA6 and eventually our new PM
• Add "Needs Analysis" label.
• Update the name of the issue tempalte to "CMS Collaboration Cycle Request" so that the name shows up with the rest of our CMS issue templates and not at the bottom of this list.
• Make sure it's clear that other teams should submit their request as an epic so that we can add relevant touchpoint tickets to that epic.
• Make team name a text input field rather than a dropdown

Acceptance Criteria

• Collab cycle intake ticket is updated based on the suggestions above.
