Opening up the repository - Policy and steps

This repo is still private - seeing as the code is on pypi and approved for release by export control, should we make this repo public? What should we be considering before we do that?

Brian, in specific, what was the process for opening DeepLenstronomy?

I think it had to go public when we submitted to JOSS so the referees could review it.

So, I don't think there's any procedure or protocol we need to follow. Also, related, the Fermilab Export Control officer explicitly told me on the phone discussion that we don't need to keep code closed.
