It would seem beneficial to target this type of application more towards setting it up for news providers to showcase their content articles, and can use them as the main mediation for the potential for user uploads. This way it can be provided as an application for them to pair with the articles themselves and can facilitate them in acquiring 'followers' on this application. For the moment the application just seems a little to open and could become too over saturated with content, both fake and legitimate.
Consider how the separation between official sources and people on the street will work? How will you make the interface intuitive?
Having moderators peruse each individual upload will be slow. With other concepts the large social media applications deal with the moderation but once you become a content host you have to deal with copyright issues, spam, scams and illegal videos.
Why the customer choose to use our application, why the news providers choose it to post their video?
However your problem lies within filtering irrelevant videos, what would prevent popular but irrelevant/NSFW videos from rising to the top of their categories. Also would their just be general categories for every genre of news? An idea would be to have moderators create events for major/breaking stories that users can post their videos into, which would successfully create a way for specific and quality content to be viewed within a relevant context.
