Steps:

add WAVE chrome extension: https://chrome.google.com/webstore/detail/wave-evaluation-tool/jbbplnpkjmmeebjpijfedlgcdilocofh
visit site
click the extension and review the red flags.
Run the same steps for the development site (localhost). Ensure that the chrome extension has the "Allow access to file URLs" enabled.
Fix each issue and rerun test until no red flags appear.
Commit your changes and make a pull request.
