Short description

We recently ran into an issue where the wheel distribution produced by hatch build wasn't functional. The issue was introduced in #238, and identified in #241. We should ensure in a github action on PRs that the distributions produced by hatch build (currently a wheel and a tarball) are functional.

Acceptance criteria

There is a github action(s) that run hatch build and check that the produced distributions are functional
