Logging stack duplicates Grafana and fails to start on fresh installation

The logging stack fails to start on a fresh installation where the data directories need to be created. This is because the roles are executed in alphabetical order, but the stats role needs to have been already run once before the directories are created that loki needs.

The script fails when loki is trying to template grafana.

The logging stack also refers to a role called "grafana" but no such role exists. Grafana is actually part of the "stats" role and therefore it is stats that must be included in logging. There are several references to "grafana" that ultimately lead to having a duplicate grafana container running - one called grafana and one called stats-grafana.
