Assistant GMs cannot interact with this tool like GMs, they may edit resource only if it is available for players to edit, or when they can change global settings (and if I wanted them to to be able to change global settings like turning on and off modules, they'd have been full GMs, not assistant GMs).

tl;dr Assistant GMs should be able to edit resources just like normal GMs.
