Add data.fingal.ie RDF data

Fadi's data.fingal.ie data should be added to the dataspace.

I think this was originally added from https://dl.dropbox.com/s/6ruinq5gb8f8t20/fingal-data.rdf?dl=1 long ago to staging.data-gov.ie. It requires HTTP Authentication in order to access the data. I don't recall the reason as to why it wasn't added to data-gov.ie, hence, probably why this issue is still open. If the data should be publicly accessible from data-gov.ie, then I need the following:

• dataDump file to use (for production), and the location where it will be permanently accessed from ( e.g., http://data-gov.ie/data/fingal.rdf )
• Named graph for the dataset. It is currently http://data-gov.ie/graph/fingal in store. This will be reused for sd:name value in http://data-gov.ie/.well-known/void
• Some dataset metadata ( See also http://data-gov.ie/.well-known/void )
