Keystore files dissapear in the Web3Signer after the node was restarted.

Describe the bug

I experienced a couple of times that the keystore files were not within the Web3Signer and therefore not available in the teku client after a node reboot. The solution for this issue was a simple restart of the Web3Signer (1) + teku client (2).

To Reproduce

1. Web3Signer, Teku, Nethermind on Gnosis are running and in sync.
2. Reboot the DAppNode -> System -> Power -> Reboot
3. Go to Web3Signer Gnosis -> Click on Ui
4. See that there are no keystore files listed.
5. Restart the Web3Signer
6. Keystore files appear.

Expected behavior

Keystore files are shown within the Ui

DAppNode version:

• Bind Version: 0.2.6
• Dappmanager Version: 0.2.59
• Web3Signer Package version: 0.1.10 (22.10.0 upstream)
• OS: DAppNode Gnosis Extreme

It happens the same to me with a slight difference.

Environment:

1. Web3Signer, Lighthouse, Nethermind on Gnosis are running and in sync.

It has also happened to me twice that there are no keystore files listed after restarting once and again Web3Signer. The log doesn't indicate any metadata processing. I had to re-import all the keystores again.
