Set values for attention of people I follow

user story

As a Damus user who receives zaps, I would like to set a different pay for my attention for people relative to people I don't follow, so that I can manage my signal to noise ratio.

acceptance criteria

1. pay for attention threshold has an additional setting: "pay for attention threshold for users I follow"
2. If user is zapped by someone on their follow list, notification is triggered only if value set in 1. is surpassed
3. pay for attention threshold (Pay for attention (do not notify me of reactions other than zaps above XXX sats) #952) is renamed to "pay for attention threshold for users I do not follow"
   4.If user is zapped by someone not on their follow list, notification is triggered only if value set in 3. is surpassed

Maybe this can be a per-list setting.
Individual attention setting is possible, and there is risk of becoming overwhelming.
