Sometimes, some players do not see the commander notification, or the message in the chatbox.

as for today !o command was totally broken, noone could see it.
update: some players seem to not be able to use it later on other players could use it again...
working at ~ 20:56 GMT+1 today, not working before ~19:30 maybe.
