Move BLS querier into a package in this repo #197

The BLS custom querier code that is currently required for the Ethereum light client is implemented in the 08-wasm simapp in ibc-go: https://github.com/cosmos/ibc-go/tree/feat/ibc-eureka/modules/light-clients/08-wasm/testing/simapp/customquery

To make this code more available, auditable and testable, we will move it to separate package in this repo.

Discussion needed on folder structure as we are adding a second go package to this repo now - where should it go?
