Problem

We want consumer chains to be able to update their power shaping parameters on the provider chain.

Closing criteria

There is a way for consumer chains to update their power shaping parameters on the provider chain.

Problem details

The update of the power shaping parameters should be done via a governance proposal on the provider chain.
