Problem

One of the main complaints about ICS since launch is that it puts an unfair burden on validators. Consumer chain rewards that accrue to them from ICS generally do not cover the cost of running the chains.

Closing criteria

Either the proposed solution is implemented or a decision is taken that the solution is not viable.

Closing as this feature was already implemented in #1657 and it's going to be release together with PSS.
