Currently corretto bundles zlib. code. For the parity, we should make it dynamic linking for all linux platforms.

Windows need to be bundled as it doesn't have zlib out of box. Keep mac as bundled for https://bugs.openjdk.org/browse/JDK-8286623.

Related issue for 17: corretto/corretto-17#118. This change will only be done in 17+.
