Default output not asking before defaulting to JSON in output file.

When executing the program, you have a flag you can use to use CSV or JSON format, but if you don't input the flag command for it, it always does JSON format. It should ask which format when saving to a file. In the terminal, it's fine to output as JSON default but for a file output, it should ask even if no flag was made.
