qt6_main68 migration not running

Unfortunately the qt6_main68 migration is not running. This causes cryptic issues as recent other migrations have only been applied to qt6=6.8 but we are still pinned to qt6=6.7

FYI @hmaarrfk you mentioned that qt6.7 and qt6.8 are binary compatible in #6531 - should we use a repodata patch instead? Not sure what's easier ..

Unfortunately the qt6_main68 migration is not running.

It is running, but for some reason it doesn't pick up any of the feedstocks as being in scope for migrating. This smells like a bug somewhere, because there are obviously recipes for which

conda-forge-pinning-feedstock/recipe/migrations/qt6_main68.yaml

Lines 6 to 7 in 87153f2

	qt6_main:
	- '6.8'

should apply
