Add widget-level control for limiting interactive segmentation in 3d annotator

It would be nice to have a bi-directional limiter for propagating labels across slices (from initial discussions, Limits is a good word for the feature).

This would enable an advanced workflow for stopping propagation until a certain number of slices (I'd suggest we put this in the "advanced settings" console)
