Refactor _commercialchart.html.erb and _resedentialchart.html.erb

The javascript to trigger ajax requests for new graphs is messy and needs to be cleaned up. If possible it should be moved to a more generic function and then run with changing variables for each graph instead of individual functions for each graph.
