ACS do the job, but why not ....

• Spool file : SPOOLED_FILE_DATA
• Output queue entries : OUTPUT_QUEUE_ENTRIES
• Generate PDF : GENERATE_PDF

I have code that accomplishes all of this (for a specific user not just OUTQs) but it currently resides in a forked version of the base Code for IBM i. I am slowly working to move the code to the -fs project. The fork is https://github.com/m-tyler/vscode-ibmi. Download and build you own version until this project includes spooled files.
