Implement react-i18next Library for Public Pages Localization

Implement react-i18next for multi-language support on public pages:

Target languages: Spanish, Haitian Creole
Initial translations via AI, followed by human review.

Reviewer Assignments:
Spanish: Reviewed by Juliana (UX Team)
Haitian Creole: Reviewed by Alice A.

@thiagobardini It seems like this was implemented, but did the folks mentioned actually review these translations? Based on git history seems like at least the Haitian Creole was.

@mcarre20 Did you say you were able to read through the Haitian Creole translations for us if we needed? You just need to peep the JSON file at https://github.com/codeforboston/urban-league-heat-pump-accelerator/blob/main/frontend/front/src/pages/Public/locales/ht.json
