Meet page: does video maximize or pop out when playing?

When user clicks on video thumbnail, what happens when the video plays? Does audio for video start and video stays the same, which is what video currently does? Or does it maximize or pop out when playing?

When decided, ensure that there is a follow up Github issue for implementing feature to make video maximize or pop out or other when playing, if different than how it's currently playing video.
