Current Behavior

The "Report" buttons for testimony on the Bill Details page don't seem to do anything - when clicked, there is no UI change and no action taken.

Expected Behavior

The "Report" buttons on the Browse Testimonies page should open the "Report Testimony" modal (which should otherwise work as expected).
