[vscode] Get rid of the persistent popup in favor of something less intrusive (and dismissable)

Title basically. The popup sucks if you don't immediately want to add the API token. Proposed solution: use a notification instead and have it pop up only once when the app first loads. It should be dismissable and the app can just not fetch coverage if no API token is set.
