[Must Have] Implement Staff acount

This issue does not have to be done by Sunday, but we have to implement it in the future.
I should be able to have two types of admins: Mangers and Staff.
Managers should be able to control everything, while Staff accounts should have a limited set of permissions on a county level.

For example, I would like to be able to add a Staff member and allocate him on Suceava to be responsible for all hosts available in Suceava.
