Scrolling is Interrupted at Halfway Through the Page on Dashboard

Preconditions:
The user must be logged in on the "Dashboard" page;
The user must have admin credential for an NGO that has No data to be displayed on the "Dashboard" page;
The browser window must be in full screen mode.

Steps to Reproduce:
Scroll the page down and up.

Expected Results:
The page scrolls smoothly and without issues.

Actual Results:
The scrolling is interrupted at the half-point on the page, then the user can scroll again till the end. (Either going up or down)

Environment
The issue discovered using Chrome, Edge, Firefox - Windows machine - windows size set to full screen no matter the display size.
