[Access code] Allow an NGO to send users to a target group based on an access code

Description

When creating a login code, allow the admin to select a target group (department/role/event) for the user to be registered to.

Test environment

On the Web interface, in an organization's admin interface.

Preconditions

You need an organization with different departments, roles, and events.
