As per SDK 1.52 https://steamcommunity.com/groups/steamworks/announcements/detail/2984186817523157399

  • Renamed EnableHeartbeats to SetAdvertiseServerActive

Steamworks4j 1.9 no longer has EnableHeartbeats but also lacks the new SetAdvertiseServerActive, one must continue to use 1.8
