Test optimisation: Use a different system / launch file for test_roslaunch.py::test_remappings #423

test_remappings involves spinning up a full-on simulation of a Fetch robot using Gazebo. This is a fairly large bottleneck during testing, so let's try to find a much smaller / less resource intensive launch file that we can use to test the same functionality.
