Release 1.6.0

Remove Ubuntu 18.04 from supported versions.
Update NGINX version to 1.24.0.
Update Passenger version to 6.0.22.
Update all build dependencies and NGINX modules to latest available versions.
Add support for JWT tokens via https://github.com/TeslaGov/ngx-http-auth-jwt-module.
