Drush make fails when I try to build the OpenCivic codebase from the github repo.

After cloning the repo to my local in directory at path ./opencivic, I executed the following commands:

cd opencivic
drush make build-opencivic-dev.make ../ocmaketest

Drush make generated the following lines of response:

drupal-7.32 downloaded.
drupal patched with 995156-5_portable_taxonomy_permissions.patch.
Generated PATCHES.txt file for drupal
opencivic cloned from https://github.com/civic-commons/opencivic.git.
Checked out branch 7.x-2.x.
Found makefile: drupal-org.make
ole downloaded from https://github.com/downloads/geops/ole/ole-1.0-beta3.tar.gz.
colorbox downloaded from https://github.com/jackmoore/colorbox/archive/1.x.zip.
leaflet downloaded from http://leaflet-cdn.s3.amazonaws.com/build/leaflet-0.6.4.zip.
cycle downloaded from https://raw.github.com/malsup/cycle/8704578d7364ef0f24fe4927215a32a20b7eb11c/jquery.cycle.all.js.

This generated a codebase, but upon inspecting its profiles/opencivic/modules directory, I discovered that none of the contrib modules actually were downloaded.

I tried this with drush 7.x and drush 6.x.

The first time drush 7.x worked. The first time 6.x didn't work. The second time it did!

I have two theories. 1) drush 7.x's better queing system for downloads is better and/or 2) because there are so many modules on of them are weirdly failing in a way that isn't reported in the cli but is affecting the final build.

I would say we should just support 7.x.
