Use of self-signed SSL cert to pass test cases

🐛 Summary

We use a self-signed SSL cert that is not used anywhere or attached to a domain in order to pass test cases that make sure Apache is running. Since the cert/key are not bound to a domain or active anywhere, it exists in this repo just to make sure Apache starts.
