Renew OT&E registry cert

Issue description

Our OT&E registry cert expires Feburary 1st, so we should update the cert before then

Acceptance criteria

• Update the OT & E registry certificate and send it to cloudflare
• Update the registry credentials on staging and development
• inform all devs how they should now update their creds
• update the slack reminder if applicable
• update/ double check that there is a reminder on the team calendar
• save new credential info in [the KBDX](https://docs.google.com/document/d/1_BbJmjYZNYLNh4jJPPnUEG9tFCzJrOc0nMrZrnSKKyw
• optional update the credentials instructions on any point that is confusing

Additional context

This slack thread was sent last time the cloudflare creds were updated
