Sub-issue description

We need to ask some additional questions of Federal Executive Branch (FEB) agencies, to assist OMB in their review of these requests. This sub-issue is for implementation.

Acceptance criteria

  • FEB questions are added in the request flow
  • FEB questions are only shown in the Org Model, and only to FEB agencies
  • Answers to FEB questions are included in any emails that already include request details

Putting "refinement" on so we know to to double check the ACs in this ticket before work starts on it (as, at the time of writing this, the design is still being worked on which will dictate ACs that should be explicit). Points should be added once the design is finished & reviewed.

Slotting for 62 as the design ticket is currently expected to carryover into sprint 61.
