Domain request page: Default filter should be set every time Domain requests is selected from Left Nav panel.

Current Behavior

While viewing the domain request page, after clearing filters, or making any other changes to the filters. If the user selects Domain requests from the left NAV panel, the default filters are cleared.

Expected Behavior

Our analysts would prefer that, every time they click on Domain requests from the left nav panel, that the default filters would be set. So, if they've changed or cleared filters, then hit the left nav, the default filters and view are restored.

Steps to Reproduce

1. Click on Domain requests on left nav (notice that the default filters are enabled)
2. Select "clear all filters" in upper right (notice that there are now no filters set)
3. Click on Domain requests on left nav (notice that the default filters are cleared)
   Alternately:
4. Click on Domain requests on left nav (notice that the default filters are enabled)
5. Click on Domain requests on left nav AGAIN, (notice that the default filters are cleared)
