Resource Cards - Title Length Should be Extended Inside the Cards

Describe the bug
The length of the title in the Resource cards (on both the Dashboard Widget and the Resources' page) should be extended out to nearly the full length of the resource card and then wrap to a second line.

To Reproduce Bug
Steps to reproduce the bug:

1. Go to the Resources' page and share at least 1 resource with a longer title.
2. See how it trims/truncates the title to about halfway through the card.
3. Click on the Dashboard Button/Tab to view the Resource Widget.
4. See how the Resource widget trims/truncates the title too much.

Expected behavior
The title for the resource cards should be filling most of the card's length. Users might have a hard time understanding what the title of a resource is if it trims the title too short. Please see the attached screenshots below and Figma link for reference.

I updated this comment after meeting with Dan in our FE:DE Meeting on 08/23/24. We decided to let the title fill up the resource card all the way as needed and wrap to additional lines underneath.
