Bug Description

The slurm charms currently don't support the use of the sstat command. Per slurm's sstat command documentation, an acct_gather plugin must be configured.

Additional context

The slurmctld charm could support using the sstat command by exporting a filesystem share to the slurmd application and enabling the acct_gather_profile/HDF5
