[Bug] IP组信息时常出现更新后列表为空 #1116

What happened?

当列表为空，对应规则全部不能按照预期执行。

How we reproduce?

在尝试获取IP组信息后验证内容格式和内容大小。格式不符合要求或者内容大小符合极端条件，则不提交本次更新，保证IP组信息不被错误覆盖
添加更新失败的错误警告
