Is it okay if we have more than just the README file in the repo when we put in our pull request (like a picture file, for example)? If not (and also for future reference), is there a way to withdraw a pull request?

Yes, it's fine to have more than just the README file!

You can't exactly withdraw a pull request but any changes you make to your repository should be reflected in your pull request, even if they occur after you initially make the pull request.
