Add versioning to linter actions

Add versions to the black and ruff linter actions. Black will use "~= 23.11.0" and ruff will use 0.1.6.

Update pyproject.toml to remove the ^ from the ruff dependency so that it is in sync with the action (which does not support the concept of version compatibility)
