Device is "Unstably bound"

I'm getting this error that I haven't seen mentioned anywherehere.
I'm just trying to bind a keyboard, I've tried two keyboards until now and both gave me that same error. One is connected directly to the motherboard and the other is connected to a dongle.

What does this mean and how do I get around it?
