As a Splunk Maintainer,
I want to modularize the Splunk installation via Chef,
So that I can increase maintainability of cerner_splunk

We'll know we're done when:

A resource to manage Splunk users is created
The installation resource is updated to manage the Splunk secret
Unit and integration tests are written for the new functionality
