Context: Faucet for testnet Mento stables

  1. Remove code relating to cStable requests in web app and firebase app #184
  2. Add info message and link "Need Mento stables like cUSD? Swap tokens at [app.mento.org](http://app.mento.org/)." #185
  3. Post a deprecation notice on the forum linking to the Forum post with Mento. like "To minimise maintenance and serve the Celo community best, faucet.celo.org only distributes CELO tokens. To get 3rd-party tokens, 1. get CELO, and 2. swap, or get tokens from 3rd-parties directly #186
  4. Consider displaying a banner on web app for [x] weeks, like "Looking for Mento stables? Since [date], faucet.celo.org only supports CELO. Learn more." #187

on second thought we should not do this until dango is decommisioned as on dango its pretty hard to get mento tokens
