[Feature] Use an emoji to tag comments as useful for Incident Retro report #47

Would be nice if we could take comments that are tagged with a specific emoji and write them to the incident log in the correct location.

This might be pretty hard since the google doc isn't structured data, might require a re-write of the incident bot so that it generates a report after the incident is complete.

If we did this we could have emojis for action items, and other things
