Github Repo Templates

We should have GitHub repos that include the bootstrap setup for a project to use.

The template repos would be based on programming language, website engine (hugo), etc. Defined in the templates should be:

1. License file with correct copyright info (ie LF)
2. security.md for where to report security issues
3. owners.md for setup of GH permissions as code
4. CI Pipeline - GH Action, Jenkins, Tekton
5. CD Pipeline - basic release handling
6. Governance Documentation
7. Depend-a-bot configuration
8. Trivy configuration
9. OpenSSF Scorescard configuration
10. Issue and PR templates
11. Project Stub - golang, nodejs, hugo, docusarus
